Driving the Nation’s Economy: 2020 U.S. Army Corps’ O&M Work Plan

The U.S. Army Corps of Engineers released its Operation and Maintenance (O&M) Work Plan this week (10 February 2020).  Below includes highlights of specific operation, maintenance and navigation dredging projects in the United States funded through the O&M account this year (2020).  This is not an exhaustive listing, be sure to review the actual O&M spreadsheet provided by the U.S. Army Corps of Engineers. The DCA summarized the Army Corps’ Construction, MR&T and Investigations plans in a separate posting.

“We could not be more pleased with the Army Corps of Engineer’s O&M listing of funded maintenance dredging projects for 2020,” said William P. Doyle, CEO of the Dredging Contractors of America.  “These ports, harbors, rivers, bayous and waterways are the lifeblood to America’s economy –  like every year, the U.S. dredging industry is answering the call,” he said.

Below is a summary of the projects by state, the number in the parenthetical is the total number of the projects for the individual states, and, the bullet indicates some highlighted projects.

Alaska (16):  Funding will be used for specific work activities including dredging, maintenance and related environmental coordination, plans and specifications.

  • Anchorage Harbor, $9.685 million;
  • Dillingham Harbor, $875K ;
  • Homer Harbor, $615K;
  • Ninilchik Harbor, $650K

Alabama (10):

  • Black Warrior and Tombigbee Rivers, $28.543 million (O$M, funds will be used for navigation dredging);
  • Gulf Intracoastal Waterway, $7.8 million (O&M, dredging and plans and specifications and West Bay disposal area maintenance and Hurricane Michael debris removal);
  • Mobile Harbor, $47.1 million (O&M and for additional dredging in Mobile Bay Channel and River Channel to include dredging in support of the Gulf Regional Demonstration Program. Funds will also be used for dredge material placement area maintenance);
  • Perdido Pass Channel, $1 million (O&M and dredging of the impoundment basin);
  • Tennessee – Tombigbee Waterway, $43.7 million (O&M, channel dredging and dewatering Whitten Lock for inspection and repair).

Arkansas (21):

  • McClellan – Kerr Arkansas River Navigation System, &59.4 million (O&M, channel dredging for MKARNS, periodic and stilling basin inspections and assessments, and Arkansas Post Canal of the MKARNS).

California (51):

  • Channel Islands Harbor, $12.04 million (O&M, dredging);
  • Crescent City Harbor, $670K (O&M, includes funding for dredge material management plan);
  • Humboldt Harbor and Bay, $10.9 million (O&M, dredging and additional dredging of the bar and entrance channel and interior channels);
  • Morro Bay Harbor, $2.75 million (O&M dredging);
  • Moss Landing Harbor, $7.05 million (O&M, dredging and North Jetty repairs);
  • Noyo River and Harbor, $4.23 million (O&M, dredging);
  • Oakland Harbor, $20.56 million (O&M, dredging);
  • Oceanside Harbor, $2.65 million (O&M, dredging);
  • Petaluma River, $9.75 million (O&M, dredging);
  • Port Hueneme, $3.43 million (dredging); Redwood City Harbor, $475K (specific work activities including dredging);

  • San Rafael Creek, $1.38 million (O&M and dredge surveys);
  • Santa Barbara Harbor, 3.62 million (dredging);

  • Ventura Harbor, $1.625 million (dredging).

District of Colombia (4):

  • Potomac and Anacostia Rivers, $1.315 million (drift removal dredging).

Delaware (6):

  • Intracoastal waterway, Delaware River to Chesapeake Bay, $22.5 million (includes O&M and dredging);
  • Wilmington Harbor, $10.34 million (O&M, dredging and dredge material disposal facilities).

Florida (21):

  • Canaveral Harbor, $8 million, (O&M and for Hurricane Dorian navigation mitigation dredging activities in Brevard County and inspection and
    repairs of the Canaveral Lock Western and Eastern sector gates);
  • Fernandina Harbor, $6.55 million (dredging);
  • Intracoastal Waterway – Jacksonville to Miami, $5.1 million (O&M, dredging);
  • Jacksonville Harbor, $13.3 million (O&M, dredging);
  • Manatee Harbor, $2.73 million (O&M and maintenance of the dredge material placement facility);
  • Palm Beach Harbor, $3.85 million (O&M, dredging);
  • Tampa Harbor, $8.53 million (O&M, dredging).

Georgia (16):

  • Atlantic Intracoastal Waterway, $3.59 million plus additional $3.125 million (O&M, dredging);
  • Brunswick Harbor, $10.9 million (O&M, dredging and activities and dredge material disposal facility maintenance and construction);
  • Savannah Harbor $50 million, (O&M, dredging and activities and dredge material disposal facility maintenance and construction).

Illinois (24):

  • Calumet Harbor and River, $2.63 million (O&M, dredging and storage operations);
  • Illinois Watery – MVR Portion, $87.8 million plus additional $2.1 million (O&M, dredging and lock and dam work);
  • Kaskaskia River Navigation, $3.28 million (O&M, dredging and for specific work activities including dredging to less than authorized channel width at the mouth to support current levels of service for existing traffic levels);
  • Mississippi River between Missouri River and Minneapolis – MVR Portion, $52.54 million plus an additional $27.6 million (O&M, dredging and specific work activities including dredging from Lock 11 to 22, 2019 storm damage and specific work activities to include effort to support current levels of service for existing traffic levels, engineering during construction of previously awarded contracts at Lock 24, 25 and Mel Price);
  • Waukegan Harbor, $1.49 million (funds will be used for specific work activities including dredging of approximately 80,000 cubic yards of shoaling from the approach channel to restore minimum functional depth).

Indiana (13):

  • Burns Waterway Harbor, $4.34 million ( O&M, and specific work activities including dredging approximately 70,000 cubic yards
    within the approach channel area, and rip-rap placement in the harbor arms to control erosion from prop wash and stabilize deep scour holes at the head of the north breakwater).

Kentucky (29):

  • Big Sandy Harbor, $2.05 million (O&M, dredging); Elvis Stahr Hickman Harbor, $935K (O&M, dredging);
  • Ohio River Channel Work, KY, IL, IN, OH, PA & WV, $6.9 million (O&M, dredging and environmental support to dredging activities).

Louisiana (27):

  • Atchafalaya River and Bayous Chene, Boeuf & Black, $18.48 million (O&M, dredging and dredging activities required due to the November 2018 flood event);
  • Bayou Lafourche and Lafourche Jump Waterway, $850K (O&M, dredging);
  • Calcasieu River and Pass, $28.5 million (O&M, dredging and additional dredging in support of the Gulf Regional Demonstration Program);
  • Gulf Intracoastal Waterway, $16.12 million (O&M, dredging);
  • Houma Navigation Canal, $5.05 million (O&M, dredging and and for navigation dredging required as a result of Tropical Storm Barry);
  • J Bennett Johnston Waterway, $11.77 million (O&M, dredging);
  • Mermentau River, $11.4 million (O&M, dredging and maintenance for navigation and dredging);
  • Mississippi River Outlet at Venice, $1.35 million (O&M, dredging);
  • Mississippi River, Baton Rouge to the Gulf of Mexico, $249.91 million (O&M, dredging and for 2018 flood event maintenance for navigation at Southwest Pass Foreshore Protection and Jetty Repairs and dredging to include additional dredging in support of the Gulf Regional Demonstration Program).

Massachusetts (19):

  • Wellfleet Harbor, $5 million (dredging).

Maryland (11):

  • Baltimore Harbor and Channels (50 foot), $23.35 million (O&M, dredging);
  • Ocean City Harbor Inlet and Sinepuxent, $500K (O&M, dredging);
  • Wicomico River, $4.025 million (O&M, dredging).

Maine (8):

  • Union River, $992K (O&M, dredging and development of the dredge material management plan);
  • Wells Harbor, $500K (navigation dredging);
  • Wood Island at Biddefort, $534K (navigation dredging and mitigation activities).

Michigan (17):

  • Detroit River, $6 million (O&M, dredging);
  • Grand Haven Harbor, $619K (O&M, dredging);
  • Holland Harbor, $700K (outer harbor dredging);
  • Manistique Harbor, $1.3 million (outer harbor dredging);
  • Monroe Harbor, $1.33 million (outer harbor dredging);
  • Ontonagon Harbor, $1.1 million (outer harbor dredging);
  • Saginaw River, $2.75 million (O&M, dredging);
  • St. Clair River, $1.57 million (O&M, dredging);

Minnesota (12):

  • Duluth Superior Harbor, $15.87 million (O&M, navigation dredging);
  • Mississippi River between Missouri River and Minneapolis – MVP Portion, $55.58 million (O&M, dredging and environmental compliance activities that are required to dredge to the current level of performance; dredging related surveys required for current level of performance).

Missouri (18):

  • Mississippi River between the Ohio and Missouri Rivers – REG Works –  MO & IL, $20.05 million (O&M, dredging, lock, dam and dike).

Mississippi (12):

  • Gulfport Harbor, $9.46 million (O&M, dredging);
  • Mouth of Yazoo River, $330K (O&M, dredging);
  • Pascagoula Harbor, $5.56 million (O&M, dredging).

North Carolina (14):

  • Atlantic Intracoastal Waterway, $6.21 million (O&M, dredging);
  • Morehead City Harbor, $20.95 million (O&M, maintenance and dredging activities to include Hurricane Dorian restoration efforts at Cut-off Range A and the Ocean Bar);
  • Rollinson Channel, $650K (O&M, dredging);
  • Wilmington Harbor, $32.3 million (O&M, dredging and dredging activities to include Hurricane Dorian restoration efforts at Anchorage Basin and Bald Head III Reach).

New Hampshire (9):

  • Rye Harbor, $4 million (O&M, dredging).

New Jersey (16):

  • Barneget Inlet, $479K (O&M, dredging);

XX – Addition Funded Programs (O&M Account)

  • $10.975 Million – Coastal Inlets Research Program – Fused to advance knowledge and tools to better predict future channel shoaling, to provide quantitative and practical predictive tools and data to reduce the cost of dredging for Federal navigation projects and to maintain jetties, identify potential unintended consequences, mitigate for engineering activities related to navigation channels, and prioritize maintenance options.
  • $10 million – Dredging Operations and Environmental Research (DOER) – Funds are being used to fund activities that can be used to benefit both current and future projects. Focus areas are: Sediment and Dredging Processes; Dredged Material Management; Environmental Resource Management; Risk Management.
