The American Maritime Partnership (AMP), the voice of the nation’s domestic maritime industry, today applauds the new Executive Order to be signed by President Biden on January 25, 2021, “Strengthening ‘Buy American’ Provisions, Ensuring [the] Future of America is Made in America by All of America’s Workers.” Signaled as a priority, the Executive Order formally confirms the Biden Administration’s policy to strongly support American Maritime workers and businesses serving domestic trades under the Jones Act.
The Executive Order reiterates the President’s strong support of the Jones Act, a law that is a foundation for U.S. economic and national security. It requires that the transportation of merchandise between two U.S. points is carried out by American built, owned, and crewed vessels. Long supported by broad bipartisan majorities in Congress and top U.S. national security officials –including in a “Sense of Congress” in the recently enacted National Defense Authorization Act (NDAA) – the Jones Act promotes the maintenance of the nation’s vitally important maritime industrial base, ensuring that American jobs are not shipped overseas and that defense capabilities and readiness not outsourced to foreign nations.
A summary of the Executive Order recognizes the recent signing of the NDAA as “an opportunity to invest in America’s workers as we build offshore renewable energy, in line with the President’s goals to build our clean energy future here in America.”
The American Maritime industry employs nearly 650,000 Americans across all U.S. 50 states and territories, and contributes $154 billion to the nation’s economic growth annually.
“While it is no surprise that the Biden Administration supports critical American industries such as American Maritime, this Order is an extremely important and timely statement of the Administration’s policy,” said American Maritime Partnership President Mike Roberts. “With this Order, American Maritime will have greater confidence for the next several years to make investments in American vessels and maritime infrastructure while furthering environmental stewardship, efficiency and support of our homeland and national security objectives. We are very grateful for the Administration’s support.”
The 40,000 vessels that comprise the Jones Act fleet move nearly one billion tons of cargo annually – or roughly a quarter of the nation’s freight –along U.S. internal waterways, across the Great Lakes, and over the oceans to Hawaii, Alaska, Puerto Rico, and the U.S. territories. Shipped goods include a variety of products, from raw materials and commodities like coal and crude oil to consumer products that fill the shelves of grocery stores nationwide.
The Jones Act workforce represents a variety of career paths, including employees who are military veterans and earn family-waged salaries. Collectively, this industrial base accounts for $41 billion in American labor income annually.
